Houston, TX (March 15, 2021) While 2020 was a pretty rough year all the way around, The Houston Area Association of Personnel Consultants (HAAPC) was excited to be celebrating the achievements and successes of our member firms through their 38^th Annual Awards Program. This year’s digital program was emceed by Mike Lejeune, Board Member of HAAPC and President of Lighting the Path. He was joined by the President of HAAPC Board of Directors, Elithia Marshi, Chris Myers, HAAPC's Vice President, and Beth Hammond, the Immediate Past President and Treasurer. HAAPC Announces Winners of 37th Annual Awards

Houston, TX (May 13, 2020) – The Houston Area Association of Personnel Consultants (HAAPC), the local trade association for staffing and recruiting firms, announced winners of its 37^th Annual Awards Program. As the only trade association for recruiting and temporary staffing firms in Houston and the surrounding areas, the HAAPC provides educational programs, certification, advocacy, and recognition for those in the industry.

The awards honor staffing and recruiting professionals for their achievements and success in 2019. Usually held at the Junior League of Houston, this year’s awards program was held in a digital format for the safety of the association members and guests. The awards are given each year in a variety of categories to recognize individual recruiters, as well as recruiting teams, in contract staffing, blended services, administrative, and technical/professional niches. This year’s digital program was emceed by Elithia Marshi, President of the HAAPC Board of Directors, along with Beth Hammond, the Immediate Past President and Treasurer. More than 60 awards were presented to nearly a dozen Houston-based firms.

“We are so proud of our members across Houston for the amazing work they do on behalf of their clients and the business community,” said Marshi. “Recruiters play a valuable service to help businesses grow and it is so important to take time to celebrate the recruiters and teams who represent the best in Houston.”

HOUSTON ASSOCIATION FOR RECRUITING & STAFFING FIRMS ELECTS NEW BOARD LEADERSHIP

The Houston Area Association of Personnel Consultants Names New President, Vice President, and Treasurer to Lead the Organization

Houston, TX (April 23, 2020) – The Houston Area Association of Personnel Consultants (HAAPC), the local trade association for staffing and recruiting firms, has elected Elithia Marshi as its President, Chris Myers as Vice President, and Beth Hammond as Treasurer. All will serve a two-year term in their roles.

As the only trade association for recruiting and temporary staffing firms in Houston and the surrounding areas, the HAAPC provides educational programs, certification, and advocacy for members.

Marshi is President & CEO of MK Personnel and Hunter+Sage, two recruiting firms with more than 20 years of experience working with businesses and organizations in the greater Houston-area. Marshi has served on the Board of Directors since 2016, including terms as Special Events Chair and most recently as Vice President. “I am excited to take the helm of the HAAPC as we continue our vital work here in Houston. It is more important now than ever before to serve those in the staffing and recruiting industry, as well as the community where we all live and work. As a small business owner and as a staffing professional, I understand the value that HAAPC provides and I am honored to continue to bring that value to others in our industry,” said Marshi.

Myers is President and CEO of Professional Alternatives, an award-winning, Houston-based recruiting and staffing agency with over 20 years of experience in finance and professional staffing and recruiting. Myers has served as an At Large Board Member on the HAAPC Board of Directors since 2017.

“We have a unique opportunity to serve our industry in this time of unprecedented challenge. I look forward to working and leading the HAAPC with my fellow Board Members,” said Meyers.

Hammond is Area Vice President of Carlton Staffing/Carltech, a full-service staffing firm with over 40 years’ experience in staffing solutions in Houston, Dallas, and Fort Worth. Hammond has served on the Board of Directors since 2015, including her recent role as President of the association.

New Overtime Rule Raises Salary Cut-Off to $35,568

To be exempt from overtime under the federal Fair Labor Standards Act (FLSA), employees must be paid a salary of at least the threshold amount and meet certain duties tests. If they are paid less or do not meet the tests, they must be paid 1 1/2 times their regular hourly rate for hours worked in excess of 40 in a workweek.

The new rule will raise the salary threshold to $684 a week ($35,568 annualized) from $455 a week ($23,660 annualized). A blocked Obama-era rule would have doubled the threshold, but a federal judge held that the DOL exceeded its authority by raising the rate too high.

The new rule is expected to prompt employers to reclassify more than a million currently exempt workers to nonexempt status and raise pay for others above the new threshold.

The Society for Human Resource Management (SHRM) is pleased that the DOL has finalized the overtime rule. "Employees and employers have been waiting for an overtime salary adjustment for over 10 years," said Nancy Hammer, SHRM's vice president of regulatory and judicial engagement. "Today's rule provides important clarity for the workplace on FLSA implementation," she said.

Salary History Bans

Salary History Bans Continue to Gain Momentum Across the Country

States and cities continue to implement prohibitions on employer salary history inquiries. In Alabama, the Clarke-Figures Equal Pay Act took effect on Sept. 1. Illinois' amended Equal Pay Act will go into effect on Sept. 29. In New Jersey, an amendment to the state's Law Against Discrimination takes effect Jan. 1, 2020. New York's Salary History Bill, which broadens the state's Equal Pay Act, goes into effect on Jan. 6, 2020.

At the city level, employers with six or more employees in Kansas City, MO, will be prohibited from asking applicants about their salary history, starting Oct. 31. In Toledo, OH, a salary history law that applies to employers that employ 15 or more employees within the city takes effect July 4, 2020. Employers in these locations should review and update their hiring practices and job applications to comply with these new laws.

Paid Sick Leave - The Fight is On!

The bills which would have preempted those city ordinances for paid sick leave never made it onto the calendar. Unions are all over this and are out showing at the hearings by 3 to 1. We can’t let that happen in Houston.

See below from one of our San Antonio friends. Dallas passed as well as Austin. They ARE coming to Houston so we HAVE to be prepared to go down to City Hall if need be to fight this. This cannot work in the staffing business!

The current ordinance requires employers to provide one hour of earned sick time for every 30 hours worked, with a yearly cap of 48 hours for small employers and 64 hours for those with more than 15 employees. Texas Pre-emption Bills Scheduled for Committee Hearing Wednesday, May 1

As a result of staffing firms’ grassroots action last week, Texas Senate Bills 2485, 2486, 2487, 2488 have been scheduled for a hearing before the House State Affairs Committee this Wednesday, May 1, at 8:00 am.

Contact Texas House State Affairs Committee Today and Urge Them to Support Pre-emption Bills Bills Must Pass out of Committee by Monday, May 6!

The Texas state legislature is currently considering four bills (Senate Bills 2485, 2486, 2487, and 2488) that are of great importance to the employer community, especially staffing companies.

These four bills would prohibit Texas cities and towns from passing employment-related ordinances relating to such things as paid sick or other leave, scheduling practices, and employee benefits. If enacted, only the state legislature would have the authority to pass laws in these areas, and staffing companies would no longer be faced with the daunting prospect of a patchwork of local laws.

Earlier this month, all four bills were passed out of the Texas Senate and sent to the House for consideration. Unfortunately, the House Committee on State Affairs has not yet scheduled these bills for a hearing. If they are not passed out of the committee by May 6, they will be dead for the year.

That is why ASA is asking all of our members doing business in Texas to contact members of the Texas House State Affairs Committee and urge them to tell their chairman to schedule votes for these bills as soon as possible. Sample talking points and contact information for these legislators is included below.

We are very close to getting these important bills sent to the Governor. But your help is essential. Now is the time to take a few minutes and reach out to the following committee members. The only way these bills will keep moving is if legislators hear from many constituents, so please do your part. Thank you for taking grassroots action.

Better Hiring Decisions: The Power of Executive Recruiting

Executives depend on the quality of their people to achieve their corporate and personal career goals. It is an old adage – and a true one – that the best jockey cannot win races if he only rides slow horses. A better understanding of the skills and abilities of executive recruiters will enable any manager to greatly increase the quality of his hiring decisions, and thereby enhance his own career!

Some managers are aware and take full advantage of the best possible means of identifying and selecting top quality candidates for critical staff openings. However, many do not. Frequently, this stems from misconceptions regarding the merits of utilizing the services provided by topflight executive recruiting firms.

By a better understanding of these realities, hiring managers will dramatically improve their ability to secure the most qualified candidates in a timely manner.

Misconception # 1: Companies Can Find the Same Talent That Executive Recruiters Can.

With the rise in popularity of on-line job boards and networking platforms, many companies mistakenly believe that these sources contain the same talent that can be found through executive search firms.

This belief couldn’t be further from the truth. Executive recruiters don’t just post ads on job boards to find qualified applicants. Typically, they focus on specific industries, and many even specialize by types of positions within those industries. The benefits of doing so are enormous. It allows them to invest tremendous time and energy forging relationships with high performing candidates within these niche markets, learning the types of positions in-demand people would see as advancing their careers.

Professionals who genuinely excel have neither the time nor desire to peruse on-line ads or to respond to on-line inquiries. It is only when a search consultant personally approaches them that the best people take the step to becoming available for your firm.

Good recruiters invest countless hours establishing unique connections with key performers. These connections allow access to talent pools built over many years…and which are available through no other sources.

This, along with the ability of executive recruiters to carefully screen and evaluate the best candidates, is what allows them to bring the strongest talent to a company’s attention. Companies that rely on job boards or networking platforms will never find the outstanding quality of talent that executive recruiters can provide.

Misconception #2: The Internal Staff Can Do the Same Job as a Quality Executive Search Firm.

While this belief is prevalent within some firms, a thoughtful analysis will prove the opposite. Executive recruiters make a living by finding talent that companies cannot find on their own. While in-house resources may be effective for lower level roles, it makes sense for hiring managers to give themselves every opportunity to interview the very best candidates.

Moreover, internal recruiters typically spend their time vetting applicants who apply or can be found through on-line portals. Search firms focus on finding superior candidates who are successful in their present situation. This very different methodology results in a very different level of candidate.

The ability to call proven performers with direct competitors to discuss career options is a significant factor in what sets professional recruiters apart from internal recruiters or HR people. Having the ability to reach out to these peak performers offers hiring managers access to highly-sought-after candidates they would never see otherwise.

What experienced manager has not extended an offer to a candidate who would have helped the manager’s company and career enormously – only to receive a turndown? In many instances, the manager is not emphasizing the specific elements of the opportunity which are of greatest interest to the candidate. These quality performers are not actively looking, and may need to be “sold.” While there are various reasons why good candidates are open to making a change, the fact is that virtually none would be comfortable sharing those concerns with an internal recruiter.

Professional recruiters have great expertise in developing in-depth individual relationships with the candidates they present. As part of a professional recruiter’s service, they will provide the candidate’s primary motivators to making a move – and thereby reduce or eliminate turndowns, and assure the manager of securing the best talent available.

Misconception #3: Executive Recruiters Are Too Expensive.

Executive recruiters report that many of the companies that can most benefit from their services employ internal recruiters. This may lead to the belief that utilizing executive search firms when internal recruiters or HR people are employed is not cost effective.

A simple cost analysis will show otherwise. Consider the combined cost of salaries and benefits of HR personnel and internal “recruiters”, as well as the time that HR people spend doing non-productive interviews with unqualified candidates. These direct and indirect costs are substantially higher than paying out a one-time fee for an executive recruiter’s services.

Executive recruiters eliminate the time and expense required by a firm to find, hire and train a new internal “recruiter”. And any truly successful in-house recruiter will soon leave his salaried position to become a successful executive search consultant.

Additionally, your chances of securing a long-term contributor are much better if an experienced executive search consultant is involved. Studies have shown that a bad hire costs companies three times more than an employee’s annual salary.

With executive recruiters, their work isn’t done once a candidate has been placed successfully. A guarantee covering the candidate during the probationary period is standard in the industry. Seasoned recruiters make a point of periodically checking in with candidates that they have placed and will share any concerns with the hiring manager. This is invaluable information and directly contributes to a long-term successful employee... and a highly-productive staff.

Internal recruiting can be a good solution to filling less critical positions. They can screen the candidates that apply via the company portal and can provide hiring managers with candidates for lower end roles.

However, for more significant positions, it is an excellent and necessary business decision to utilize the services of a highly-skilled executive recruiter with a strong industry focus.

We would like to give a special shoutout to all the members who attended and brought toys for CPS BEAR Gifts Program, and because of that, we were able to raise $690 to be donated to the Center Serving Persons with Mental Retardation!

Our Holiday Party and Silent Auction was enjoyed by all those who attended on December 10th at Maggiano's Little Italy. Money was raised to benefit 'The Center' and 'BEAR' through a charity auction and donations towards a cash raffle.

On December 11th board members, Joni Fichter and Judy Collins visited the organizations to offer the toys, gifts, necessities, and cash to the recipients of both charities.

We appreciate all our 2013 HAAPC members and affiliates. Thank you for making this a fantastic year of educational opportunities, fellowship, and fun!

Neal joined Richard, Wayne & Roberts as an executive recruiter in March 1980 and was named a Managing Partner in 1984. During his tenure, the company expanded from a five-desk engineering recruitment firm to a 73-desk firm that recruits professionals in accounting, legal, retail and multi-family real estate, pharmaceuticals and biotechnology, healthcare, and engineering. The firm also owns and operates the Carlton companies, which provide contract and temporary personnel in a variety of specialized fields.

Neal has made countless direct hire professional placements as a recruiter during his career at Richard, Wayne and Roberts, as well as hiring, training, motivating, and managing hundreds of recruiters in diverse specialty teams to successful careers in the recruiting profession.

He holds a B.S. degree from Ohio State University and a M.S. degree from Xavier University. He has published several articles on the staffing industry and conducted highly acclaimed training seminars for HAAPC and TAPC in Texas, and was a featured speaker at a national conference for NAPS.

Mr. Hirsch has served on the HAAPC Board of Directors, and supports educational programs and proactive public relations efforts by the personnel consulting industry. In 1998, Neal received the Outstanding Contribution to the Private Placement Industry Award from the Houston Association of Personnel Consultants, and a President’s Award from TAPC in 2004.
